His website is gone.

Not sure, he's also not responding to the last email address I had for him.

Panzer8 has indicated that he's moved to other ideas.

When I sought to reboot things he told me (27/12/18):

"Hello Bob,
pardon me for the late response, but I don't check often this e-mail address (actually I do it very rarely).
I am not anymore interested in the Pz8 rules series...
I added you as admin (I hope I did it right) so you can manage the forum.
If I remember correctly there were not other relevant files in the yahoogroup.
The original Pz8 two pages rules are still available on the web https://img.4plebs.org/boards/tg/image/1380/03/1380030702753.pdf and were well playtested by me and other wargamers, other projects (like the ancient / fantasy rules, horse and musket rules, ww2 and sci-fi skirmish)  were just a draft.
There is a French translation of the WW1 rules called Marmitages that added a lot of variants, expansions and scenarios Page 4 made by a French wargamer.

Thank you and have a good time!
Pz8"

Hello,
I am still alive :) but decided to take a break from the Pz8 rules ...
Thank you for keeping interest! Maybe one day I will return... I lurk the forum from time to time... only please no questions about the rules, because I really don't remember them well :)
In the meantime, have fun!
